According to a report from RotoWorld.com, the Dallas Mavericks have extended a contract offer to Brazilian center Rafael Hettsheimeir.The 6-foot-10 big man has spent the last few years playing in Spain, most recently with CAI Zaragoza, where he averaged 13.3 points and 6.4 rebounds in 30.1 minutes per game last season.Hettsheimeir is coming of knee surgery that will require him to miss the Summer Olympics but ‘will soon visit the U.S. for a series of physical tests and workouts before deciding which team to sign with.

There is a hard cap of 74million (meaning can't go into luxury tax) and a soft cap (that allows you to go into luxury tax). Something to do with midrange contracts of 5million plus 8% increase per year vs 3million plus 4.5% increase per year will depend on which cap you go under.
