From what I have herd Paypal only release 2-5 distcount vouches a month.
Some codes only work for certain accounts.

Hey, I cant use this PAYPAL. It said: "The Code cannot be used from your paypal account"

Yep, apparently you need to have signed up to paypal in the month of March for it to work!
