Really sounds like this guy is power hungry. Maybe ask if you can speak with the manager (providing he's not), if not, then maybe complain in writing to higher up the A.Post chain. Also see if you can pick up the March 2006 Post Charges from A.Post. From memory I think what I suggested before was on page 31. They are the Registered Post Prepaid envelopes, which you should be able to buy without having the cards with you.

1. buy envelope and take it home.
2. pack and seal at home.
3. go to any PO except your experienced 8 year guy to post.
4. happy days!
 
Why would Germany be different to the US?

That sucks totally.

I sent 1 card to the US in a box, with full insurance ($400AU) and it only cost me $23.50AU....
