I'm going to say it's foil, just guessing because with the name and retirements logo (which is a little unfortunatly placed with those two bally things) being the same colour it looks like a gold foil.

Well taking a guess at this but i would think that there is only a couple of eels cards in this set...2 x retirements and maybe someone in the legends?????
