Yeah I seen those on eBay, have been wanting a set myself but people like that make it impossible to get them into my collection

So he has contacted the germ to do his dirty work, he would be wanting something in return as he does nothing for anyone unless there is something in it for him.

It is not a justice system, it is a law system.
Those with more money hire people to find loopholes in the law.
A good system would be where they tie a prisoner up against a fence, each family member max 10. Each get 3 stones, at 10 paces they get to pelt the prisoner.
Do the same process every 3 months for 10 years.
