I'll lay down a a couple 90's insert cards of some sort that it will be over.

Give it till the end of the week. Waiting another four days might be frustrating for the buyer, but less of a dilemma than you refunding him and he then getting the cards. Plus when he receives them, the postal date will back you up. You get what you pay for with postal service.

I'm currently waiting on 24 separate packages to arrive. A couple of these I paid for on the 6th of this month.

How about he looks at your feedback rating and calms down?
