Recently listed my laptop. Guys buys it with bid of $187.
Doesn't reply to my emails for 2 weeks then tells me he gets paid in a fortnight and will pay then.
2 days later messages me and says lost his job cant afford it anymore, So i relisted it.
Believe it or not he wins again at $135 and says he will pay on friday, Now i reported him to ebay and told him i will not be going through with the sale.

see it. For example, we might send them a formal warning to tell them
that they're breaking the rules, and that if they do it again we'll
suspend their account.

This really pisses me off as ive tried to cancel the transaction, but he has denied the cancellation. Meaning ive got to send it once i receive payment.
I have told him not to bother paying as i wont be sending.

I kinda think that ebay will come to the party for you. Its pretty easy for them to see what has happened.
I had a similar thing happen to me recently where i bought something that was 1988 and the seller come back to me after the auction and tells me its actually 1990. I refused to pay - he lodged an non payment. I lodged and appeal with ebay and they took the non payment strike off.
Their processes are a time consuming pain in the ar*e but it should work out eventually.
Best thing to do is when you send the inoice through for payment up the postage to a riduclous amount, he won;t be able to complete the transaction without paying the full freight.
shame, ebay, shame, that is very poor form. and buyers like this just give all buyers poor standing, something which gives good buyers like myself the sh**ts, 1400+ 100% feedback and you get lumped with these mung beans. sorry for any offence to mung beans
