I saw on BO people saying that it's no big deal, bit it kind of is a big deal, it's not the 80s any more, you shouldn't really need to strike a child, especially not with a belt buckle.

Apparently the child's mother is also under investigation for child abuse, and Howard is "out" for "knee treatment". Seems a bit coincidental.
