I spoke to a licencing guy at the NRL about a year ago and he confirmed the same. He did also mention that they had a very good relationship with Select and to his knowledge they had never vetoed anything that Select wanted to do.
Perhaps sometimes it also comes down to cost and how much someone charges to sign.
At the end of the day its not a science and while there are some been some head scratchers over the years its always easier to sit here with hindsight.
I grew up with Jarryd Hayne,s Mum Jodie, she told me how much Jarryd got for signing his redemptions after what he manager took. An amount that will remain untold by me. He donated the whole lot to charity.

Everything looses its value in a depression or recession. but not over timeThe 2008 Centenary Immortal signature cards are certainly depreciating in value going on recent sales prices.
The players agreements with their clubs is for $10 a signature on any formal signings ( not fan days but promotional merchandise), however I doubt the club holds up their end of the agreement.
