Billy Slater withdrew because he just had a plate removed from his shoulder, he was part of the advertising factor and nothing more, he was never going to play, amazingly replaced by another Storm player, go figure.
In my opinion City Vs Country is just another Exhibition game as it has lost the previous values of Country playing City and trying to make the NSW team which many players did achieve. We all know the NSW team is already determined before this game so there is no reason to have it played other than Exhibition.
