Thay don't say promo on them. These one unlike the ones in the pack aren't numbered in the top left corner

Are these the same as the bag tags?

Yes they are the same as the Beanie Kids bag tags, but, Im not sure what the packet bag tags are made of but these are made from the same cardboard that the regular cards are made of and they are un-numbered.
