Procedure re overdue delivery

I'm wondering what the site procedure is when a delivery is late and seller doesn't respond. It's been 5 weeks since payment and even allowing for being in NZ, it's a fair amount of time.
I've sent 2 messages to the seller in the past week, with no response, and their last action on here was the date of payment ie 23/6/13.
There could be many explanations, sickness, computer breakdown etc, so at this stage just want to know how to follow it through if push comes to shove.

Did you pay with paypal? If so file an item not received claim, I'm sure that would get their attention.

If the seller still doesn't make contact, is there a process to restrict or stop their trading on this site??

Hopefully it was with paypal goods, and not a gift payment?
As for the trading on the site, just leave the member appropriate feedback. If negative it would potentially deter other members from dealing with them.
