This is turning into a strange story. These are the reports coming out of Canberra this morning:

It appears Josh Papalii has signed a contract two weeks ago with the Eels. It was thought to be a letter of intent initially, the Raiders were told Tuesday before tabling their final offer. Since then, it appears Josh Papalii has decided he does not want to go and wants to stay in Canberra. The Eels leaking the signing appears to have been a deliberate strategy to bring on the "announcement" and pressure Papalii to go through with the contract.
