Shill bidding?

I just wanted opinions on if this listing on ebay seems a bit dodgey. Is this a case of shill bidding? I placed a bid earlier today and was outbid a bit later, just checked to see who I was bidding against and found someone with a 100% bid history with this seller.

Would say it's a friend of his or something - Whilst you can't see the user name, there is no user with feedback of 8 from any buyer or seller in his feedback summary. If he was using his own secondary id he would have had to leave feedback for it at least once. Dodgy none the less!! You should retract your bid and then snipe it for $15 hahahahahha that'll teach em!
