Select replacing damaged cards?

Hey everyone I know this has been talked about before but I couldn't find the topic.

As of right now are select still replacing 2012 cards that came out of their packs damaged?

And also where do I post to if so?

Thanks I have a few to send in (LLG) that came out bad.
