Hitting buy it now on an auction doesn't necessarily mean it's a dishonest buyer, especially if you feel like someone else might buy the card before auction end.
I realize none of this really helps, but just something to think about...
If it is he has 2 feedback (everyone starts somewhere)
He just used BIN and did not wait ( this happens a lot, do you expect him to wait and see if it will go past the $200 mark? Because he thinks it's worth it that is probably why he used BIN)
He may not pay? Well you do not send till payment received and cleared.
Delivery problems ( this is the sticky part imo, send it registered post pretty sure that covers you if he says it was not received keep your receipt and make sure that you list the value at $200.)
I have never had a problem when sending by registered post as they have to sign for it.
My auctions state that all bidders with less than 50fb must email me prior to buying. That way I can check on them first. If I can't see any reason to trust them, I don't risk it.

I'm skeptical of all feedback these days on eBay - we're in a new age of scamming, people are getting screwed over by the system, figuring out the loophole, doing it to other people, starting new accounts and doing it some more.
I'd probably set some kind of minimum feedback to reduce the chances and I'd also block some countries. You just have to do it sometimes to reduce your chances of a "not received" or "not as described I want a partial or full refund" scam. It sucks it really does.
Not saying you are wrong at all mate, just that I don't take risks that are unnecessary. If he really needs it, he can find another buyer with better FB to buy it for him.

Well i agree with (drob50) it just doesnt seem right for i have listed the same item starting at the same price with (NO BIDS) multiple times in the past + i have emailed him/her 2 days ago to confirm address with no reply.
Thats alarm bells for me me.
I have a big feeling its a screw over job, so i think im just going to refund the buyer.

Wouldn't stress too much about the possible neg - how many people look into that really anyway? When I look at a powerseller and they have 98% feedback on 10000 I 100% expect to see the few people that are just plain idiots leaving ridiculous feedback for them.
