I have never had anyone say the shipping is too high. I mail in the hard case mailers (CD ones) this costs $1 and the mailing costs me $2.00 so I put $3.00...

The only other option would be a paper envelope which would surely damage the cards....

I now see what went wrong. The link was opening in ebay US and was quoting me the shipping price for international email. I now see the $3.
