surprised replacing the RAM didnt fix it, had that happen to me twice before and both times it was the RAM
the other time it did something similar the config.sys file got corrupted somehow :S and then comp was completed rooted beyond repair
What Brand is the PC?
You have used the correct motherboard driver installation disc?
Tried flashing the BIOS with the lastest update.
Alot of the newer motherboards have a Reset button, hit that and see if that helps.
Sometimes with older OS, they need a startup floppy/CD disc to get them firing.
Maybe the Windows installation CD you are using has become corrupt.

Do you mean it wont boot up as in the fans arent spinning and the lights on the mobo stay off? Or is it that those do turn on but it wont boot into Windows?
If you don't managed to get it fixed, try asking at the Whirlpool forums, they should have more ideas
EDIT: I didnt read you previous post before I posted mine but it seems like its a BIOS problem, try resetting it like OutLaw said if it has a button, if not there should be 2 pins which you touch both at the same time with a screwdriver and that should reset it.
also it is highly unlikely 4 sticks would root up at the same time, as you stated earlier could help if had more detail but trying to fix a Puter by person to person communication is like pissing into the wind

most likely culprit is the power supply, he said he replaced but was it with a new one or secondhand one.
If it is bad RAM it should still boot up.
Have you tried disconnecting the HDD and trying that in another computer?
