Partial refund

Do they (PayPal) provide the partial refund, or does the Seller/Other Party do the work, and send back part of the initial payment?
 
I got a partial refund from a seller who charged me heaps for postage and took ages to arrive and he paid the partial refund from his account. I would doubt Paypal would ever refund anyone anything!

edit- I think in some circumstances, Paypal may initiate the partial refund but will take it out of their account
 
I got partial refund before from the seller which i never got the items.... well paypal said i got partial refund coz the seller didnt have enough money or balance in his account which is crap and i never got the rest of my money.. SO I think PAYPAL is A Crook too
 
Yeah I bought a card on Ebay for a bargain BIN price (a Drob/Shaq refractor) and I never got the card. Did a paypal claim just before the 45 days were up and they found the claim was in my favour but because there were no funds in his paypal account I couldn't get any money. About 2 days later I got a survey from Paypal to see if I was happy with the service and I told them what I thought of them! (nicely of course) They are happy to take fee's for accepting paypal funds, fees for transfering smaller amounts from you paypal account to your bank but as soon as something happens they say bad luck!
 
it pays to be vigilent with it too, I put in a claim for an item that was never sent. Paypal couldn't refund it as there was no money in the account.

Low and behold 2-3 months later and the exact same item reappears, a report or two later to ebay and paypal and my money is suddenly refunded
 
Man, I hate putting in claims, but sometimes you just can't help it.

I let the first few waiver off as I beleived they sent the items, but then it got too much so I had no choice.
I just don't know how registered mail can be lost, heck, if I don't sign for it, who the heck did?

But yeah, it's sucky they can only take back what's in their account. So if they never sell anything, you won't be getting a refund in a while. I think that's just wrong. They should really look at haveing like a minium in balances before you can sell on e-bay or something.
