Yeah I just saw that Proctor had resigned with the Storm for 4 years, apparently they matched the Raiders at the last minute. Just heard that Raiders have signed a Sydney halfback, maybe Daniel Mortimer. I haven't heard anything about the Raiders back rower but do tell!!!

They may as well go back to the player draft, let every club have a crack at the latest star on the market and the highest bidder wins, the clubs at the bottom of the ladder have first dibs at off contract players and hopefully you can buy yourself a Premiership.
You also have to consider the teams at the lower end of the spectrum also get pinged for irregulaties, it all comes down to the fine print, if a side goes over it's in the fine print, nothing to look at here!.
It seems more likely Barba as the report suggest that a player or players are owed 3rd party cash. Clubs are not allowed to use 3rd party deals in any negotiations with a player and can not guarantee them, which it seems the Broncos may have done.
