Okay so this is kind of a hot topic and I don't want to flood the forum with these kinds of posts but these are my thoughts on the two Topics and are my suggestions.

1. Newbie Questions Section

So we were all noobs (new) at some point. This includes at life. We all asked/ask silly questions and not enough of us use Google or a dictionary (showing my age, I'm not even that old) but that is no excuse to mock or ridicule people who ask these questions and as I've said before we need to help and encourage those new to the hobby, not make fun of them and turn them away.
The fact is, I still have to Google things about the hobby

My proposal is a section for people new to the hobby to fire away questions, I for one would be more than happy to answer such questions as would a lot of other people on this forum and it would save the regular forums being flooding with such questions which unfortunately seems to invite undesirable responses.

2. Post limits before Buying/Selling/Trading

It seems to me there a quite a few people coming to the forum and either trying to buy up lots of cards with their new found enthusiasm for the hobby without realizing just how much it can cost or without having the money to actually do so.
Others are just trying to sell their stuff straight up and without even posting an introduction which I think is concerning as we have no idea who they are or what their intent is.

We already have to prove ourselves in order to receive payment selling cards with the 5 feedback rule. I propose a similar rule in regard to regular posts before being able to Buy/Sell/Trade full stop.
This would encourage the sense of community on the site as opposed to a marketplace atmosphere. Other websites implement this rule and it protects members from scammers who usually can't be bothered posting the post limit.

Well, that's my 2 cents. Sorry I know that it's not a short post so if you made it this far, thank you for reading :)

I think a new collectors question is a good idea. Not sure about a post limiti though.

I would be happy to answer as many questions as aI could to help people out. (not that i know everything)

I wouldn't agree on a post limit though. I would think a thread limit would be better as it is more annoying when new users create a lot of new threads without searching the forums first rather than bumping a lot of threads with questions. Those are things I don't mind answering.

No idea if it can be done on here but in IPB you can have user ranks so when a user reaches x amount of posts they are automatically changed to a new usergroup that can see more forums that have the usual permissions set.
