Most likely the scarcity of Patches available. They need to stretch what they have to last all the different sets they produce.

I am sure Russell firstly did not have many GU'ed jerseys on the market ( I am sure they used to only get 4 or 6 jerseys to last them the whole season - not like the 2-3 jerseys per game (exaggeration to make a point )), and with the ones they have already cut up and the cost to actually acquire one now, they need to make them last.
