I've sent cards to and received cards in a trade from Japan this year and it all went smoothly. Reasonably fast postage times. 10 days average if I remember correctly.
My guess is $25 for signature on delivery and $43 for tracking but you'd have to get a quote at a post office before you agreed to send I reckon and agree who pays it
