Feedback advice

I made a deal with another member Monday week ago and knowing they only lives 3 hrs away I sent the member a message this Monday afternoon asking when he had posted. They replied with ' I should be posting soon'.
I let it slide.
I message the member again this morning and they say ' soon soon' and also let's me know that one of the cards is slightly damaged.
Luckily I used the send 1st rule. I have also already cancelled another deal with this member.
Does this warrant bad feedback?
Any Advice would be appreciated.

I reckon a neutral feedback would sufficient detailing why they received it unless they can provide a compelling reason why they couldnt send.
