Ebay rating reset?

Now there is someone on ebay, I have watched for years now and his rating had dropped to 99.6%, to the point where I know he started another account just recently.
Now today, I see he has a card for sale (always know his stuff, price is always ridiculously high), his rating is 100%. How is this possible?

I think its based on the last 12 months feedback or something like that
