Just wondering that if a buyer wins an item and requests it to be sent to a different address, is that allowed?

I would only ship to a confirmed PayPal address, if he wants it shipped to another one that is not connected to PayPal
then tell him to change his details first.

Feedback is 77 at the moment. He wants me to send it to his brother in Sydney, buyer is from the US.

It's a risk. He could claim non receipt. I haven't checked on paypals updated terms but it used to be that you had to send to the address listed to be covered. Anyway, get him to put it in the comments section in PayPal payment so it's on record.

I'd do that..... but if it's an expensive item I would be wary of doing it.
