Guy at post office today explained that I need to get the toploader from the card shop

But what's a penny sleeve? Other guy I'm trading with asked me to put the card in the toploader, the toploader in between two pieces of thick cardboard, and all of that in a bubble mailer. So does a penny sleeve serve the same function as the cardboard?
