I was looking to ship a laptop over from the States. If the person I buy it off declares the value of the laptop under $1000 will that be fine and I won't have to pay any fees?

you will be asked to show the invoice from the purchase to customs also..
ie. if you purchased it thru ebay you have to show the original sales receipt/invoice
 
I'm thinking, because it's free shipping in the US - send it off to a mate in the US who can then send it off to me. What would he have to do so I can avoid Customs charges?
 
if the invoice you have and what they declare the value is the same... you don't have a problem.

wouldn't it just be cheaper to buy it here and not worry about the problem of customs and their charges?

Laptop actually is cheaper if I buy it overseas and pay the customs tariff by about 3-400 compared with Harvey Norman. Gerry Harvey can complain all he wants about online retailers but it's just a fact that he's just not competitive. A funny thing is that almost all his clearance laptops still cost more than the same I could've bought overseas on release.
 
fair call... I don't know how they go about gifts, maybe its best to just pay the charges.... covers you if you insure the item with postage just incase anything happens.
