buying with verified paypal

not sure if this is the right section, apologies in advance if it isnt.

I bought these cards off this guy in the USA, a card store that on some auctions states strictly no shipping to aus, while others (which i won) dont say such things and i emailed him prior and was told of shipping costs.

now when i go to pay he says i must pay with a verified paypal account, and apparently these can only be had by people in UK,USA or CAN.

if this doesnt apply then he said i have to either send an international cashiers cheque or use western union.
i wont buy anything from the USA without paypal, as i want the buyer protection of using my credit card. does anyone know a way i can get around this problem?

p.s the trader name is top-shelf-auctions

Just found it.

When you log in, under "My Account Overview" there is Status: Australian - Verified (number)

To be verified, you must have either:
Added Bank Account
Setup Bank Funding
or
Confirmed a Credit Card for your account.

The Number refers to the amount of verified buyers you have sold to. (kinda like a feedback system).

There's also this:

Seller Reputation
The Seller Reputation Number measures how many Verified PayPal members have paid that seller. New transactions are added 30 days after they occur, to ensure that the Reputation Number reflects successful exchanges.

Account Status
US Users are considered "Verified" if they have confirmed the bank account they have added to their PayPal account.Verification is a positive signal to the Community that a user has complied with Community security measures.

Account Type
Accounts can be Personal, Premier or Business. Active sellers are required to have a Premier or Business account.

Please note that this information is not an endorsement or guarantee but a summary of a member's status with PayPal provided to help the Community evaluate the other members with whom they transact.

Confirmed addresses are only available in the US, but my Australian paypal account has been verified for years.

yes i agree, i wont pay unless its through my credit card so i can reverse the charges if something goes wrong.

i agree with you westriot, he is a pain in the ass, but i really want these cards i won.

he just sent me an email saying that payment must be made from a confirmed address now, which means only UK, USA or CAD. this all but cancels me out. i dont think i could find someone in these countries willing to pay for me and then have the seller ship to my address.

anyone else got any suggestions?

Tell him you are reporting him to ebay unless he accepts your payment, because im pretty sure ebay changed the rules where if you accept paypal you MUST accept it off everyone

here is the email he sent me:

Matthew,

You obviously read and understood the terms and conditions of the auction which specifically states, paypal from confirmed addresses only. You have many other options and I know they are viable as I receive cash and western union money transfers and money orders all the time from Australia. You bid and you agreed to the our terms. Payment is due immediately.

to me that seems a little hostile, i think i am going to pass on this. he does say he actively pursues unpaid auctions so i hope he doesnt leave me negative feedback. i have completed over 700 transactions without a negative
