I listed a BGS 9.5 Michael Jordan 04-05 SPX Winning Materials for sale the other day as Ebay had a 20c listing day. Just to see if it would sell.
I recieved a offer yesterday morning and excepted it. I got up this morning to find a e-mail in my inbox that said -

Im really sorry to do this to you, but I've won an earlier auction to yours
which I didnt think I would, which leaves me short of $ to pay for yours.
Sorry for the inconvenience, you can open a dispute and give me a strike to
re-claim the fees and re-list the item. Once again, I do apologise for all
the hassle and inconvenience.

He only did that to make himself seem like a nice guy so as not to get negatived. I'd respond saying you'll be getting all that and more and see what he says, I bet he won't be so nice then.
You could open a non-paying bidder dispute (takes 8 days) and give him a strike or open a mutual agreement and get the listing back on Ebay (he won't get a strike).
Either way add him to your blocked buyers list.
