He won a card from me in which it clearly stated that estimated delivery was 18-31 days yet this person decides to lodge a claim after 14 days

Was sent regular airmail so naturally payfail sided with him

Because it wold be international....... Takes at least that time, probably a fair bit longer this time of year.

As Ian mentioned, because it was an International transaction. Card was being sent from Australia to the USA.

The delivery time was actually quoted by ebay
