Was the 350usd listing best offer, buy it now only or already sold?

Also - the premium that some PSA 10’s get is for a reason - might be extremely bad edges in that product etc etc
So a PSA 8 might be $60, a PSA 9 might be $100 and a PSA 10 might be $2500 - it varies wildly and you have to check sales histories to see the trends sometimes
Additionally, I would say that for a CGA graded NBA card there will be a large price reduction vs a PSA of the same grade, especially if selling outside Australia.
For all its ills, PSA is the most globally recognised grading brand. Most NBA collectors outside of Australia have likely not heard of CGA.
