Should it have a GS instead of a PS if it's a gold parallel card.

It is a Gold parallel so yes, it should be GS, not PS!

So newsagents binders don’t have the Rising Stars binder card!

Are they kidding or what!?! $25 for a binder and a couple dozen pocket pages!

There were two versions of the Album released this year to match the Retail & Titanium (Hobby) versions of the cards.
The retail version was $24.99 and didn't contain a bonus card.
The Titanium version was $29.99 and does have the bonus card.

As a newsagent, and as a hobby stockist. I was not particularly fond of the way this portion of the release was handled.

I can't answer that I'm afraid. I never saw a Retail album. Only going off the information that I had been provided with.
Perhaps @Diggaz TC could answer that.
