The Raiders awards were a bit strange like that too. Anthony Milford was player of the year but didn't win rookie of the year. That went to Paul Vaughan.
It may come down to that player being the first choice but can't guarantee all 16 as players move on and players may not want to sign, I wouldn't be surprised if players like SBW said no
