1996 Signature Gold Master Cel

Could someone please explain what the difference is between Master Cel, Master Cel 200 and Master Cel 400? As per attached checklist.

I thought it would be a numbering issue just seems ridiculous to use the same players (same card) for three different numbering variations.

Only the ones /200 were originally part of the set. The set /100 and /400 was a desperate attempt to raise cash afterwards when they were going bust.
